해마다 2월이 되면 캘리포니아 주 및 네바다 주에서는 여러 지역의 Lions Clubs에서 고등학교 학생들, 즉 9학년부터 12학년 학생들이 참여할 수 있는 고교 웅변대회(Student Speakers Contest)를 실시합니다. 

올해 2017년의 제목은 “Is the Right to Privacy a Threat to Our  National Security?"  입니다. 제가 80년대부터 30년 동안 해마다 이 웅변대회의 심사위원으로 여러 다른 라이언즈 클럽의 클럽 레블(club level)에 초대되어왔는데, 올해도 몇몇 라이언즈 클럽에 가서 고등학생 영어웅변대회의 심사위원으로 봉사하게 되었습니다. 저도 옛날 고등학교 시절 일본에서 개최된 “청소년 리더쉽 포럼”에 대표로 참가하여 세계 각국에서 온 고등학생들과 “세계평화”에 대해 열변을 토했던 추억이 있어서인지 영어웅변대회라면 남다른 열정을 가지고 있습니다.  

라이언즈 클럽이 1937년부터 지난 80 년간 해마다 개최해온 Student Speakers Contest는 스피취를 5분 이상 10분미만으로 해야 하며, club level, zone level, regional level, district level, area level, final contest 순서로 올라가게 됩니다.  청소년들의 표현력과 독립적 사고력, 리더쉽 스킬, 현재와 미래의 문제에 대한 해결책을 강구하는 기회를 주는 것이 고교생 웅변대회의 목적입니다.

웅변 평가 기준(Speech Evaluation Standards)으로는, 

1. The Text Alone(웅변내용): Did the speaker present important ideas?         (웅변내용이 중요한 아이디어를 제시하고 있는가?):  originality (독창성), Did the speech adhere to the subject title? (웅변 제목을 준수했는가?) , quality of material (웅변 내용의 질)

2. Delivery Alone (전달): Did the speaker give a formal public speech?         (연설이 격식을 갖추고 있는가?): emphasis, voice control (강조점, 음성조절),  enunciation, pronunciation (발음), sincerity, enthusiasm, poise (신중성, 열정, 자세), Effectiveness of the Effort as a Whole (총괄적인 효율성): Was the speech a well-rounded, cohesive effort? (균형과 일관성), Did it have logic and organization? (논리와 조직성), Was the speaker persuasive? (설득력)

웅변대회에 나가서 최우승자가 되는 일이 중요한 것이 아니라, 현재 미국사회의 이슈가 되고 있는 제목에 대해 스스로 연구하고 자신의 생각을 설득력 있게 발표할 수 있는 기회에 참여한다는 것에 훨씬 큰 의미가 있습니다. 

Each February, I am invited to serve as a judge for the annual Student Speakers Contest sponsored by the Lions Club.  Regardless of my time constraints, I have a special affinity for public speaking events, having participated in such contests as a teenage student.  Thus, I make myself available as it affords me the opportunity to reminisce fond memories of bygone years.

The spring 2017 Lions Clubs Student Speakers Contest topic is "Is the right to Privacy a Threat to Our National Security? "  The concept provides an opportunity for competitive public speaking among students on a subject of vital interest to the contestants and to the American people as a whole, to stimulate self-expression and independent thinking.  

There are a number of factors included in the overall judging process, including text, delivery, and effectiveness of their effort.  In regard to the text, judges focus on the originality, quality of the material presented, and relevance to the topic title.  In the delivery, judges are asked to consider such criteria as voice control, pronunciation, enthusiasm and poise.  Each speaker's effectiveness is determined by the logic and organization and whether the speech is, in fact, well-rounded and cohesive. 

Every year, regardless of the topics,  I enjoy the students' perspectives and the way various speakers touch on a number of  interesting viewpoints.  I am looking forward to serving as judge for these speech contests!
